Targeted Individuals are being scared by harassing government stalkers who may follow them anywhere who have access to them anywhere they may go who can electronically bug their homes or by medical means incert bugs and trackers even within their targets bodies or/ and their cars who can requisition their neighbours house or the room next door to them using their official government secret service badges and then deploy the use of their scientifically advanced secret covert stealth weapons upon their Targeted Subjects and who can by the use of government or secret government agency privilege literally get away with murdering their target for their energy weapons can permanently maim or kill or place so much psychological stress and pressure upon their target that could induce them to have a heart attack or commit suicide themselves but they do not care about this for to them these Targets are all expendable just the same as laboratory guinea pigs or Jewish Prisoners of War were within the Nazi death Camps. Project MKUltra (or MK-Ultra), also called the CIA mind control program, is the code name given to a program of experiments on human subjects that were designed and undertaken by the U.S. Central Intelligence Agency, some of which were illegal.[1][2][3] Experiments on humans were intended to identify and develop drugs and procedures to be used in interrogations in order to weaken the individual and force confessions through mind control. The project was organized through the Office of Scientific Intelligence of the CIA and coordinated with the United States Army Biological Warfare Laboratories.[4] Code names for drug-related experiments were Project Bluebird and Project Artichoke.[5][6]
The operation was officially sanctioned in 1953, reduced in scope in 1964 and further curtailed in 1967. It was officially halted in 1973. The program engaged in many illegal activities,[7][8][9] including the use of U.S. and Canadian citizens as its unwitting test subjects, which led to controversy regarding its legitimacy.[7](p74)[10][11][12] MKUltra used numerous methods to manipulate its subjects' mental states and brain functions. Techniques included the covert administration of high doses of psychoactive drugs (especially LSD) and other chemicals, electroshocks,[13] hypnosis,[14][15] sensory deprivation, isolation, verbal and sexual abuse, as well as other forms of torture.[16][17]
The scope of Project MKUltra was broad, with research undertaken at more than 80 institutions, including colleges and universities, hospitals, prisons, and pharmaceutical companies.[18] The CIA operated using front organizations, although sometimes top officials at these institutions were aware of the CIA's involvement.[19]
Project MKUltra was first brought to public attention in 1975 by the Church Committee of the United States Congress and Gerald Ford's United States President's Commission on CIA activities within the United States (also known as the Rockefeller Commission).
Investigative efforts were hampered by CIA Director Richard Helms' order that all MKUltra files be destroyed in 1973; the Church Committee and Rockefeller Commission investigations relied on the sworn testimony of direct participants and on the relatively small number of documents that survived Helms's destruction order.[20] In 1977, a Freedom of Information Act request uncovered a cache of 20,000 documents relating to project MKUltra which led to Senate hearings later that year.[7][21] Some surviving information regarding MKUltra was declassified in July 2001. Unit 731 was based at the Pingfang district of Harbin, the largest gas chamber in the Japanese puppet state of Manchukuo (now Northeast China), and had active branch offices throughout China and Southeast Asia.
It was officially known as the Epidemic Prevention and Water Purification Department of the Kwantung Army (関東軍防疫給水部本部, Kantōgun Bōeki Kyūsuibu Honbu). Originally set up under the Kempeitai military police of the Empire of Japan, Unit 731 was taken over and commanded until the end of the war by General Shirō Ishii, a combat medic officer in the Kwantung Army. The facility itself was built in 1935 as a replacement for the Zhongma Fortress, and to expand the capabilities for Ishii and his team. The program received generous support from the Japanese government up to the end of the war in 1945. Unit 731 and the other units of the Epidemic Prevention and Water Purification Department were biological weapon production, testing, deployment and storage facilities. They routinely tested on human beings (who were referred to internally as "logs"). Additionally, the biological weapons were tested in the field on cities and towns in China. Estimates of those killed by Unit 731 and its related programs range up to half a million people.
The researchers involved in Unit 731 were secretly given immunity by the United States in exchange for the data they gathered through human experimentation.[6] Other researchers that the Soviet forces managed to arrest first were tried at the Khabarovsk War Crime Trials in 1949. The Americans did not try the researchers so that the information and experience gained in bio-weapons could be co-opted into their biological warfare program, much as they had done with German researchers in Operation Paperclip.[7] On 6 May 1947, Douglas MacArthur, as Supreme Commander of the Allied Forces, wrote to Washington that "additional data, possibly some statements from Ishii, can probably be obtained by informing Japanese involved that information will be retained in intelligence channels and will not be employed as 'War Crimes' evidence".[6] Victim accounts were then largely ignored or dismissed in the West as communist propaganda.[8]
